Kentucky officials are updating guidelines for combatting child sexual abuse. State Attorney General Russell Coleman announced the changes this week. A 75-page handbook on dealing with cases of this nature is being distributed to law enforcement, prosecutors, medial and mental healthcare providers, and children's services professionals. Coleman says the guidelines are meant to minimize trauma and provide the best care for victims. April is National Child Abuse Awareness Month. Leaders with the University of Kentucky are looking to raise tuition. The UK Board of Trustees is scheduled to review potential rate hikes during a meeting tomorrow. The proposal would increase tuition by two-percent for most students beginning this fall. The per-semester cost would go up for in-state undergrads by 135 dollars if the pitch is adopted. Out-of-state students would pay over 340 dollars more per semester under the plan. A federal trial is being delayed for a man accused of kidnapping and sexually abusing a Rockcastle County teen. A judge has moved federal court hearings from next month to September for Christian Delgado. Investigators say Delgado picked up the 13-year-old victim in Kentucky before taking her to Florida and then to his home in Maryland. He is facing additional charges in a separate case filed with the Commonwealth of Kentucky.A measure that sets up a 25-foot buffer zone for first responders is now a state law. Senate Bill 104 became active on April 12th without a signature from Governor Beshear. The legislation requires people to stay at least 25 feet away from officials while they are responding to emergencies. This means, anyone who gets closer after being verbally warned to stay back is subject to prosecution. Initial penalties would be misdemeanors, but charges would escalate to felonies for repeat offenders. A Kentucky Derby hopeful will try to make history next week. Chestnut colt Emerging Market will enter the race with just two previous career starts. He's currently two-for-two, including a win in the Louisiana Derby on Tuesday. The last horse to win off just two career starts was Leonatus in 1883. The Kentucky Derby takes place May 2nd at Churchill Downs.
